It was a bank that obtained a new license with the aim of transferring operations from Tokyo Sowa Bank, Inc., a second regional bank that went bankrupt in June 1999 (Heisei 11). In 2001, it acquired operations from Tokyo Sowa Bank and began operations. It is the only bank that remains in existence as a "new licensed bank with the aim of transferring business from a member," which is eligible for membership in the Second Regional Banks Association, a general incorporated association. We provide retail-specific financial services, dealing with high-yen time deposits, deposit-linked mortgage loans, credit card loans, foreign currency deposits, investment trusts and pension insurance, and more.
History
- 1999 (Heisei 11) : Established with the aim of transferring business to the bankrupt Tokyo Sowa Bank.
- 2001 (Heisei 13) : Taking over business from Tokyo Sowa Bank and began business.
- Early 2000s : The fund formed by Lone Star becomes the largest shareholder, and will take over some or all of the operations of Tokyo Credit Union, Tokyo Chuo Credit Union, Chiba Prefectural Commerce and Industry Credit Union, and Chubu Bank. It also acquired three Seiyu's non-bank Tokyo City Finance (TCF) group, and Resona Group's "Comprehensive Home Loans," and merged these to launch "TSB Capital (now Tokyo Star Business Finance)."
- 2007 (Heisei 19) : Announced acquisition by a fund served by Advantage Partners (AP).
- 2008 (Heisei 20) : The Tokyo Stock Exchange was delisted. A fund under the AP has become a wholly owned subsidiary.
- 2011 (Heisei 23) : The fund provided by the AP announces default. Lone Star once again becomes the largest shareholder.
- 2013 (Heisei 25) : Taiwan's major Chinese Trust Commercial Bank agreed to acquire almost all of its shares.
- 2014 (Heisei 26) : China Trust Commercial Bank receives approval from the Financial Services Agency for acquisition.
- Currently : As a member of the China Trust Commercial Bank Group, we provide services specialized in retail finance.

- Star One Account : A general account for individual customers. It comes with foreign currency deposits, internet banking, and telephone banking.
- Bank Best : Certificate loans specialized for refinancing and unifying credit card loans, etc.
- Star One Home Loan : Deposit-linked mortgage. The feature was that there was no interest on the loan balance up to the same amount as the regular savings account balance, but in January 2022, new applications were suspended.
- A fulfilling life : A reverse mortgage for the elderly who receives loans using their home as collateral.
- Star Real Estate Collateral Loan : A loan product secured using real estate.
